Competency-Based Training (CBT) — also referred to as Competency-Based Education and Training (CBET) — is an approach to technical and vocational education that measures learning by what a person can do, not simply by the hours they have spent in a classroom. It is built on a simple but powerful conviction: almost all persons can learn, given the right instruction.
From time-served to outcomes-based
Traditional TVET often defines success by completion of a fixed course over a fixed period. CBT reverses that logic. Learning outcomes are defined first — drawn directly from occupational standards generated with industry — and every learner is assessed against those standards until competence is demonstrated.
This shift matters because employers do not hire hours; they hire capability. When a qualification certifies demonstrated competence, it carries real currency in the labour market.
The building blocks of quality CBT
