Curriculum & Programme Design
Designing and developing CBT/CBET programmes and learning materials, end to end.
TVET consulting · Africa
Eljen Company is an international Technical and Vocational Education and Training (TVET) consulting firm, incorporated in Ghana in 2014 and based in Accra. We specialise in competency-based training (CBT): generating occupational standards with industry, designing curricula, learning materials and assessment, reforming assessment systems, embedding quality assurance and guiding institutions through accreditation. Our consultants have trained personnel and delivered programmes in 6 African countries.
The firm has 28 regular professional staff, 14 technical experts and a network of over 320 trade, academic and industry experts, and is led by a lead consultant with more than 35 years of experience in CBT and outcomes-based education and training.
Where we work
Ghana is home: Eljen's leadership helped pilot CBT here and establish COTVET, now the Commission for TVET (CTVET), and the firm has since developed CBT curricula in almost all trade areas and at every level of the national TVET qualifications framework. Beyond Ghana, Eljen has trained personnel and consulted for clients in Sierra Leone, Liberia, Kenya, Malawi and Botswana.
Our skill set is not limited to Ghana. The same participatory methodology, benchmarked to international CBT standards, travels with the team and is adapted to each country's own qualifications framework.

What we do
Eljen's services are organised into five practice areas; each featured service below has its own page.
Designing and developing CBT/CBET programmes and learning materials, end to end.
Reforming assessment and embedding quality assurance across the TVET system.
Building the capability of facilitators, assessors, verifiers and managers.
Shaping TVET strategy and policy and guiding institutions through accreditation.
Educational technology, instructional design and independent project evaluation.
How an engagement works
Every engagement starts with a conversation about your institution, programme or project; we then propose a tailored plan at no obligation. We work within your timeline without compromising quality, combining international expertise with deep local knowledge, and we transfer capability as we go, so that results endure after the consultants have left.
Programme and curriculum work follows our four-phase CBT methodology, grounded in Ghana's Harmonised CBT approach and benchmarked to international standards. Greening TVET, gender responsiveness and disability inclusion are built in from the occupational-standards stage onward.
See the full methodologyPhase 1
We convene a technical team of industry and academic experts, build their capacity, and generate occupational standards rooted in real workplace analysis and the qualification framework.
Phase 2
Standards are translated into unit specifications, learning materials, assessment instruments and marking guidelines — each developed through facilitated, hands-on workshops.
Phase 3
An independent expert panel and sector skills bodies validate the package in workshops, ensuring quality, ownership and fitness for purpose before sign-off.
Phase 4
The full training package is quality-edited and submitted to CTVET for approval, with follow-up and revision until final accreditation is achieved.
Who we work with
Eljen's clients are the organisations that build and fund skills systems: ministries and regulators, TVET institutes and technical universities, sector skills bodies and employers, and the development partners behind national skills projects.
